    Yup. Water pipe.

    This is the driver side but I did something similar for the passenger seat, with slotted tabs to recreate the original removable hinge action

    Ron's photo is of '66-up style passenger seat mount if you choose to look into that. Even later brackets added a short tube facing forward for more rigidity.
