the number one thing with the cluster is it's GOT to be Grounded to dash or separate ground wire to ground

I ran a ground from cluster to battery. Just checked ohms on the sender and it reads 0.01 but not sure I'm doing it right

Did you look through the Technical Index? I've put a few threads there about gauges and clusters, etc.

I took the seat off and removed the sending unit. Checked the ohm readings and it seems to work. Put it back in the tank now the gauge seems to be working. Dont ask cuz i dont know :) I'll keep you posted when putting some gas in

Make sure the regulator strap (I think that is what its called) that goes between the fuel gauge and the temp gauge is there and that the temp gauge is also grounding properly to the housing and then to the dash (or with a direct ground wire).

At least I narrowed it down to the sender.....I think

The sender is a very simple component - a variable resistor. The TSM tells you what resistance values give you what indicated levels. I expect it's like the later Jeeps and 73 ohms empty, and 10 ohms full. Get some fixed resistors and test with resistors in place of the sender - one end to the gauge and one end to ground.
