What’s the move here? Just steel brush then cover with rustoleum? Thanks

I prefer to convert the rust not encapsulate it por paint and products like it are terrible for trapping moisture underneath the finish and causing rust. the problem comes from the tiny spot you dont get the paint letting water underneath. this is from my personal experince your results may vary but its unlikely.

I’d start with repeated treatments of scrubbing with a scotchbright and Ospho. Ospho is a phosphoric acid treatment that (slowly) dissolves the rust, leaving clean metal that can be primed and painted. That area is flat where you can puddle the Ospho. It will turn grey/black as i works on the oxidation, but that will scrub off with following treatments. It takes a while to work, but it will eliminate all the rust.
I never use “rust converters or encapsulators” as these always seem to cause long term rust to continue, plus they are difficult to remove again.
The other alternative is to sand blast, but that is very messy, getting sand everywhere. Sand blasting is quick and will remove all the rust to clean metal.

X2 on Ospho. I have been using Ospho for at least 30 years and it works without costing a lot.
