My f134 recently showed signs of a blown head gasket (white smoke, fouled etc). When I took it apart, the head came right off, the gasket stuck to the head but came right off the block like it had only been set on top. Is that normal? I figured everything would stick together. It was a Fel Pro gasket.

I've had them both ways, stuck to head or block
Seeing as it came off the block, do you see anything obvious on the block side of the gasket?
    Burned spots etc
I would be looking closely between #2 and 3 cylinders on the block surface for a crack.
    Not uncommon at all unfortunately.

In my experience, steel, copper, and the blue FelPro gaskets usually lift off rather easily.

It's stock gaskets, fiber gaskets with aluminum mating surfaces, and the PO slathering Aviation sealant on everything that tends to get the gasket to separate and/or stick and cause a difficult clean up.

Did you do a compression test or a plug read prior to disassembly to try to ascertain which cylinder(s) may be at fault? The L and F heads have a lot of sealing area and it can sometimes be difficult to find the issue.

Usually you will see the problem cylinder by looking at the color in the combustion chamber/valves, or top of piston. One cylinder will probably look different from the rest. That can direct you to where the problem might be.
