Sounds like the missing gasket is your main problem, but even when everything is in order you don't want to fill it right up to the top....

I don't fill my tank all the way up, the gas is cold coming out of the ground tank, when it gets warm above ground it expands and pushes...

Fill to 90% but it gets complicated because when the filler neck is on the downward slope an air pocket forms in the tank above the neck...

Just short of hitting the neck is good since it would take sloshing around a good bit to leak out. You definitely need a gasket though.

Put it this way - without a gasket, there is no way you would not have that problem.

This sounds like what I’ve been experience. When you say not all the way up are you talking to approximate just before it hits the neck...

Good call I didn’t think of that. Yes many things on this Jeep seem to be CJ aside from the tub.
