fuel return line?

    My fuel delivery configuration is a 1-4 PSI electric fuel pump, Holley 1-4 PSI fuel pressure regulator, Solex carburetor (F134)

    Question: if I restrict the regulator to 2 PSI will I need to run a bypass line back to the tank?

    You shouldn't need to, the reason for the return lines is to keep cooler fuel to the carb to prevent vapor lock.
    At least that is how I understand it.

    Correct. No return line needed. The pressure regulator at 2 psi won't make any difference to the fuel pump - it will work the same as before.
