Sparton Signal Switch, Is It Dead?

I'm in the process of wiring up my 70 and I have disassembled the turn signal switch with the hopes of cleaning it up and saving it. I'm guessing it hasn't had any power run through it since the 1980's.
My issue is that I have no continuity in the switch itself ( the one part that can't be disassembled of course).
I'm going from the white wire terminal as the feed in and have nothing coming from the other terminals regardless of switch position.
Is it safe to assume this switch is dead, or am I going about this all wrong?

I took the switch apart and all the connections are cruddy.
Now hopefully I can put it back together
