Over on the 2a site, there was a grill welt tool loaner program that went dead a couple years ago with the disappearance of the tool. Any chance there is a tool loaner here? Hate to reinvent the work.

I made my own- drilled a couple of holes right next to each other in a chunk of 1/4" scrap, cut it half with a hacksaw & tack welded the result to a pair of vice grips.

I ended up using small screws and nuts to hold mine in. Doesn't look factory, but it works. I really didn't have any luck with the welting tool pliers. Maybe the ones I have aren't sized correctly?

I have that tool and I have loaned it to members in the past. I will loan it out again for the price of the postage. I will warn you that the tool doesn't do a great job of really getting the rivets tight. I ended up using the tool the start the rivets and then finished up with regular vise grip to flatten the rivet more than the specialty tool can.

Pop-Rivets will work and nobody will notice the difference unless you are building a show Jeep.

I saw a YouTube video of a guy who made a tool using a vice grip. I may give that a shot with a cheap HF one.

x3 on the pop rivets. I bought the welting kit from Herm, it came with pop rivets. They work fine.
