Carb problems

    I have a reocurring problem that I wonder if anyone can help me with.
    My 3A has a problem that if I Idle or run at low speeds for any signifigant time my carb dumps fuel all over the manifolds,bumpy or off camber travel seems to make it worse.
    The intake and exaust manifolds are off of my parts truck,an M38 and I used the Carter WO carb that was on there.I rebuilt that carb..same problem.Then I ordered a carb from Kaiser Willys...same problem.
    I have a napa dial type fuel regulator that I have set on the lowest setting .
    I do not have any of the original "shims" for the fuel pump to help slow it down but could try that.
    Hope this was enough info any help or direction would be greatly appriciated.

    Almost sounds like the fuel is overfilling the bowl.

    ...and that symptom points to the needle/seat and or float
    remove the float; place in water/gas; does it float ?
    check float adjustment; does float tab make contact with needle seat?
    the float works similar to a toilet tank and should shut off the fuel supply
    re-check needle and seat; is needle seating properly? tip or point damaged/scratched?
    is the pin through the float falling out and hanging up the float during reassembly?
