So I am assuming that if I was, to say, remove the 2 front head bolts to attach a governor, that I should loosen and retorque all of them in sequence, or could you get away without any problems doing just the front 2? (on a :hurrican:)

Im also assuming that this is an f-head your talking about?
I have removed the front head bolts on mine with out causing to lose the integrity of the head gasket seal, and then retorque the two bolts to spec. To loosen all the bolts would be inviting problems, such as coolent leakage, lose of compresson seal, and so on.
Just do the two bolts. That might save you some grief later on.
